A couple of guys at Brookings seriously have proposed that instead of trying to stop junk mail, we try to convince junk emailers merely to tag it (by, eg, inserting [jm] in the header). Those of us who don't want to see it ever would simply filter it to the trash. Those of us who might want to browse sometimes would filter it to a junk folder. Others could read it on arrival. Might not be such a bad idea.
